For decades, the Prime Minister's Employment Generation Programme (PMEGP) has been the single most widely utilized credit-linked subsidy initiative in India. Managed by the Khadi and Village Industries Commission (KVIC) as the nodal agency at the national level, and implemented by State KVIC Directorates, State Khadi & Village Industries Boards (KVIBs), and District Industries Centres (DICs), PMEGP has transformed hundreds of thousands of micro-enterprises.
Yet, despite its popularity, nearly 40% of online applications stall at the bank level. Understanding why and mastering the documentation process is the difference between a stalled application and a disbursed subsidy.
Under PMEGP, any Indian citizen above 18 years can establish a brand-new self-employment venture:
Manufacturing Projects: Ceiling up to ₹50 Lakh.
Business / Service Sector Projects: Ceiling up to ₹20 Lakh.
Eligible Sectors: Agro-based food processing, forest products, hand-made paper, polymer and chemical products, rural engineering and biotechnology, service establishments like diagnostic labs, dry-cleaning units, and commercial fabrication workshops.
Did you know that successful PMEGP entrepreneurs who have completely repaid their first loan can apply for a Second PMEGP Loan for Upgradation / Expansion?
Manufacturing Units: Up to ₹1 Crore expansion loan with an additional 15% subsidy (20% for NER/Hilly states).
Service Units: Up to ₹25 Lakh with 15% subsidy.
Requirement: Your existing unit must have been profitable for the past 3 consecutive years, with regular audited balance sheets and timely bank debt servicing.
Since the integration of central credit schemes into the Jan Samarth Portal (jansamarth.in), the application process is digital:
Digital Eligibility Check: Complete the multi-step questionnaire on Jan Samarth to generate your digital In-Principle approval letter.
KVIC e-Portal Registration: The file syncs with the KVIC portal (kviconline.gov.in). Upload your project report, photo, caste certificate, and machinery quotations.
Agency Allotment: Select whether you want DIC, KVIC, or KVIB to process your docket.
Bank Allocation: Select your preferred commercial or cooperative bank branch.
Before the margin money subsidy can be permanently claimed from the nodal bank, every sanctioned borrower must undergo Entrepreneurship Development Programme (EDP) training.
Traditionally conducted as an offline 8 to 10-day classroom course by RSETI (Rural Self Employment Training Institute).
Today, KVIC permits online EDP training via authorized digital learning modules, allowing you to complete your modules at home and download your official completion certificate instantly.
Credit officers evaluate hundreds of applications every month. The primary reason PMEGP files gather dust on a manager's desk is unrealistic project reports:
Overinflated Working Capital: If your project asks for ₹5 Lakh in machinery but demands ₹20 Lakh in working capital for raw materials with no existing order books, banks immediately suspect diversion of funds. Keep your machinery-to-working capital ratio balanced (e.g., 60% machinery, 40% working capital).
Vendor Legitimacy: Always provide stamped, formal quotations from registered commercial equipment manufacturers. Hand-written informal receipts trigger instant rejections.
Personal CIBIL Hygiene: Ensure the primary applicant has no active credit card defaults or written-off loans on their credit bureau report.
